Some can be rather useful and you will also get level 20 booster which can be used to level up an alt (which can still progress through story incl Personal Story without any real impact). At level 80 (you need at least one character to be level 80 on account) you will also get access to Mastery which this game introduced with HoT expansion.
It goes away after the first mission of either of the expansions (minus the prologue). It's super annoying, yeah. The reason is that after you reach level 80 your XP starts funneling into your core tyria masteries, but the UI for it is locked until the expansions. Eventually the XP for these maxes out and you already have some points unlocked in the background through achievements and
When you have a booster, you will only get the points for the core. If you where leveling when doing so they only fill up the points until the core skils are unlocked. If you used the lvl boost on a lvl 80 you get no points because at lvl 80 you have enough to open up your core skills. With expansions you need 250 heropoints for each elite spec.
Also note, using a level 80 boost lets you play around with the class at level 80 in the Silverwastes (A normal level 80 zone featured in Living World Season 2) before you commit and consume the item. This game is 11 years old and if elite specs are the only meaningful instance of vertical progression that has made its way in, that is damn impressive. To get the previous elite specs, you can join an HP train in a previous expansion or play WvW for Proofs of Heroics that will complete hero challenges.

At level 80 you'll have enough hero points from leveling alone to learn all base class skills and traits. Sooner if you do hero challenges. Elite specs can only be learned once you learned all base skills/traits, so no need to save points.
Gw2's model is "horizontal progression." You don't get better after level 80, but you do get more. Others have answered on gear so I'll touch that then move on. Level 80 exotic with the right stat combo and a proper build is good enough for most content.
